And speaking of Globalcenter... I was also dealing with them about a year and a half ago, while working for a different company. Below is the message which I eventually needed to send them in order to get them to actually do anything.

To review: just over one hundred days ago, I sent you some mail letting you know that I was going to be bringing up sixty new servers, and that I'd be needing standoffs to properly rack them up. You assured me at the time that this would not be a problem.
When I arrived with the machines in question, you told me that there were exactly zero standoffs avilable in your entire facility. You further opined that I should put the machines on shelves, and that you would obtain standoffs, and seamlessly transfer the machines from their precarious shelves to actual rack mounts, without any need to reboot them, within a matter of days.
No fewer than one dozen times since then, I've noticed that this had not been done, and have spoken to you about it. On each of these occasions, you have apologized, and assured me that the above would be completed within two to five days.
I was up in our cages today, and happened to notice the current shelvedness of our machines.
I've several friends working in the noc at Globix. Qwest has a lovely facility in Burbank, a good four hundred miles closer to my desk than yours. Level3 has offered to perform actual assassinations to acquire my business.
Further, each of these facilities seems to have recognized that there is actually a small amout of historical data which implies that it may not be entirely impossible for earthquakes to happen in California.
Thus, while I am hesitant to be crass, I feel compelled to say: get those fucking machines properly racked right fucking now.
